Bilateral Korea-China Commissioners’ Meeting Held in Beijing, China



Korean
National Tax Service (NTS) Commissioner Jeon, Goonpyo met with Chinese State
Administration of Taxation Commissioner Xie, Xuren on Monday, October 23, for
their 11th annual bilateral commissioners’ meeting, held this year in the
Chinese capital of Beijing.



The
major issues on the agenda were: Recent trends in tax administration, tackling
real estate speculation, China’s
VAT refund policy, and expansion of mutual cooperation in the area of
information exchange.



Commissioner
Jeon shared with his Chinese counterpart his new stated vision for the NTS of a
“warm-hearted tax administration taxpayers can relate to,” adopted upon taking
office in July of this year.



Commenting
on the successful conclusion of the third OECD Forum on Tax Administration,
which the NTS had hosted in Seoul
just this past September, Commissioner Xie once again expressed his earnest
appreciation to the NTS for the warm hospitality extended and impeccable preparation
made during the meeting.



Commissioner
Xie joined the rest of the heads of revenue bodies of the world in agreeing
that the NTS’s innovative steps toward reform, most notably, the world’s first
Cash Receipt System and best-in-class Home Tax Service, are highly commendable
and went on to express his hopes to benchmark the Korean system so as to
emulate them in China.



Commissioner
Jeon asked Commissioner Xie for his strong support for the Korean companies
operating in China,
explaining the most frequently-cited challenges facing Korean businesses in China
today.



The
two commissioners concluded the bilateral meeting by acknowledging the
significant contribution the past meetings have made to the development of tax
administrations in both countries, and agreed to meet again in Seoul next year for the 12th
bilateral meeting.
